[CrOS Settings] Check-in modulized code for settings UI/search tests We no longer need to generate modulized versions of the JS test files (`.m.js`) at build time. Instead, we can check-in the modulized version and then use the test source files directly in `os_settings_v3_browsertest.js`. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
