[rebaseline-cl] Check for invalid `--builders` at command parse time Currently, when `rebaseline-cl --builders` receives an invalid name, the command simply crashes with a `KeyError` when looking up that builder in the list. This change adds a more user-friendly error message. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
