[Extensions] Create a metric for service worker external requests. New metrics: Extensions.ServiceWorkerBackground.StartingExternalRequest_Result Extensions.ServiceWorkerBackground.FinishedExternalRequest_Result This metric tracks when we add an external request or remove an external request from the service worker what status we get from those operations. External requests are how we keep a service worker alive so that it will run the extension event/task that we dispatch to it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
