[Passwords] Rewrite the Move banner using ImageSkiaOperations

Before this CL, each part of the badged icon was a views, however,
this wasn't necessary since they were never placed using layout manager
and users were never supposed to interact with them.

This CL should introduce only minor visual difference.
It however uses ImageSkiaOperations which:
1- Eliminates the need for 2 custom views.
2- Allows to use a more standard way for creating badged images by using
gfx::ImageSkiaOperations::CreateIconWithBadge().

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
