Print HTTP Frame content if VerifyWriteData fails
Add a QuicSimpleServerSession object to the data provider to decipher
the HTTP frame when the test fails. This will help developers locate
the diff on actual/expected easier. Now the raw frame data does not
provide much insight for debugging.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
