bisect-kit: support icudtl.dat
Some Chrome binary tests fail when icudtl.dat is not present. This
change ensures that the bisect tool can deploy the file and ensure that
there is no version mismatch between the binary and the file.

TEST=bash -n deploy_chrome_helper.sh to check syntax passes.
