huddly-monitor: udev and init configuration
Add .conf and udev files to start huddly-monitor and ensure
it only works when there is a HuddlyGo camera connected
BUG=none
TEST=build and deploy cfm-device-monitor. See if init starts it
and hotplugging it makes it sleep/wake up.
