merge-kernel: support for monorail/crbug is removed
If the wrong bug reporting system is entered, the patch is
not added into the correct bug reporting system. Since all
kernel bugs are now handled in buganizer, support for
monorail/crbug (ie chromium: tagged bug numbers) is removed.
The ability to just add <number> and have it auto-extended
also proved confusing. Remove it and mandate the bug number
to be explicitly prefixed by b:.
