cellular: Configure log rotation on callbox

The callbox rotates the files every 300MB. Reduce the rotation
threshold to 5MB to make it easier to find the corresponding logs when
troubleshooting.

BUG=None
TEST=Configure local callbox and verify the rotation is configured.
