[fromupstream.py] Add support for Kernel CL dispatch

Fixes tag specifically was not added as patches in the upstream usually
already have the tag in place.
(see table in http://go/kernel-cl-dispatch)

TEST=Tested the following flow:
(1) Go to chromeos kernel
(2) Run fromupstream.py -b "b:test" -t "TEST" --branches_dispatch "chromeos-6.12" upstream://09e8f9a9aa19a
(3) Check that the script worked and that new tag was appended to the commit
