CHERRY-PICK: Run postinst on release partition for usbimg
Currently we skip the verity table when installing release partition using
usbimg installation flow. To align with the normal installation flow
using mini-Omaha server, we should do postinst to create the verity
table. Then in factory we can check release rootfs instead of waiting
until finalize to run postinst.

TEST=run rma install flow and run verify_rootfs_verification test
