Add factory related upstart config file to test image

These upstart jobs were installed by factorytest-init, which is going to
be deprecated. We are now installing factory related upstart jobs for
test image, but limiting them to start only when factory software
exists.

TEST=Build factory test image and check factory test starts correctly.
