Break send-boot-metrics into simpler init scripts
This script does too many unrelated things.
This CL splits the scripts so that we can later move them into different
packages.
BUG=chromium:346932
TEST=trybot run on x86, amd64 and duck
TEST=cros deploy chromeos-init. check that the scripts are installed,
run and that no error appear on /var/log/messages
