init : powerd.conf - Fix permissions for /proc/acpi/wakeup
This is used by touch-control to disable acpi wake for touch devices.

TEST=Test on Pixel from a remote SSH session...
1. watch -n 0.1 cat /proc/acpi/wakeup
2. Close and open the lid while in guest mode.
Check that when the system suspends, this is the state of the wakeups:
TPAD S3 *disabled pnp:00:00
TSCR S3 *disabled pnp:00:01
