[moblab] Change path for install_mysql_db for the maridb update.
The scripts have moved directory, update the upstart script that
created the directory. Add some extra parameters to make the
initial creation of the database cleaner.
Add in a command to migrate changes to the TKO database and setup
default values for the TKO database access.
