shill: add operator uuid key
We may need a more stable identifier for cellular operators than
the name or MCC/MNC pair, so we can export the UUID from the mobile
operator DB to serve this purpose. This will be used in CL:734005.

TEST=emerge, deploy, get Cellular.HomeProvider property from Device
and Cellular.ServingOperator from Service and ensure both have a
UUID entry
