20-mouse.conf: Migrate mouse CPI settings from inputcontrol
Historically, a mouse's CPI setting is set by the inputcontrol script
if its value is significantly different from our default one (1000).
We track such known mouse CPIs with a whitelist in the script. As we
now move on to freon, inputcontrol will soon be deprecated and the
mouse CPI table will be maintained here with xorg conf files instead,
which can be shared between freon and non-freon builds.

TEST=Load it on device and plug in mice to verify the CPI change
