cr50: add control for ccd_testlab
Add control for getting the ccd testlab state and add control for
running 'ccd testlab open'.
'ccd testlab open' can replace all of the individual ccd cap enable
commands. All capabilities are enabled when the ccd privilege level is
set to open. Before we used to have to do 'ccd i2c enable' or 'ccd uart
enable'. I2C and UART will be enabled when ccd is opened.
This assumes all devices in the lab/using faft have ccd testlab enabled.
If ccd testlab is enabled, 'ccd testlab open' can be used to open Cr50 ccd
without physical presence.
