Enhance the servod upstart job to accept a BOARD parameter.
This change allows commands like 'start servod BOARD=link' to work.
Starting servod this way also permanently configures the unit to use
the new board for future restarts (e.g. after a reboot).

TEST=from a fresh install, run 'start servod BOARD=link', see it work.
