QCA6174: Update BT firmware for the chip
This change is to update the stable BT FW to Chromebook platform.
BTFM.RM.1.3-00045-QCARMSWPZ-1 is fully tested onto Windows based PC and is a
recommended one by QCA for ChromiumOS with QCA6174 chip.
The firmware was originally published in linux-firmware.git/tree/qca

TEST=ChromiumOS Partner Eng BT AVL tests on Reef/Electro EVT2 platform.
