[toolchain-utils] Update waterfall reports.
This CL updates the waterfall reports to use the results of
'cros buildresult' and the new URLS. It removes the attempts to
track individual test failures, as the new URL system no longer
allows that.

TEST=launched reports from my directory. They worked fine.
Tested buildbot_test_llvm.py changes with mobiletc-prebuild
on chrotomation2.
