[l10n] Move locale targets into 'locales' directory In an upcoming CL we want to reference the generated en-US.json and en-XL.json files with the minify_json action. This is impossible the way it's currently implemented as minify_json makes some assumptions about it's input files. To keep more with GN standards, we put the call to `minify_json` into the 'locales' directory. This way, the rule doesn't have to do something complicated but just take all the source files and put them into `$target_gen_dir`. The client-side of the Chrome DevTools, including all JS & CSS to run the DevTools webapp.
The frontend is available on chromium.googlesource.com.

DevTools frontend repository is mirrored on GitHub.
DevTools frontend is also available on NPM as the chrome-devtools-frontend package. It's not currently available via CJS or ES modules, so consuming this package in other tools may require some effort.
The version number of the npm package (e.g. 1.0.373466
) refers to the Chromium commit position of latest frontend git commit. It's incremented with every Chromium commit, however the package is updated roughly daily.
