Windows 10 Welcome page

There are 2 different styles of the Windows 10 Welcome Page. A/B testing will be done to find out which one of them is better.

TODO(pmonette): Experiment with the 2 versions of the Welcome Page and get rid of one of them. Bug id 658918.
