[Security] Update repo roots to chromium roots (#42094) The roots that we ship with gRPC have become extremely dated. See https://github.com/grpc/grpc/issues/37602 for more discussion. This PR replaces them with the Chromium roots and updates the README to describe how to update them. RELEASE NOTES: * Update the fallback repo roots to the current Chromium trust store. These are the roots used if there are none configured by the user and there are none in the expected files on the system on which the gRPC process is running. gRPC is a modern, open source, high-performance remote procedure call (RPC) framework that can run anywhere. gRPC enables client and server applications to communicate transparently, and simplifies the building of connected systems.
To maximize usability, gRPC supports the standard method for adding dependencies to a user‘s chosen language (if there is one). In most languages, the gRPC runtime comes as a package available in a user’s language package manager.
