backport gvanrossum's patch:

SF bug #543318 (Frank J. Tobin).

In DatagramRequestHandler.setup(), the wfile initialization should be
StringIO.StringIO(), not StringIO.StringIO(slf.packet).

Bugfix candidate (all the way back to Python 1.5.2 :-).
