Fix #34926: set SYSTEM_VERSION_COMPAT=0 when installing STP
Presumably Azure Pipelines (temporarily?) had an image which didn't
set SYSTEM_VERSION_COMPAT=1 by default, hence this previously appeared
to work without this.
