Convert to UNSAFE_TODO in device This is an automated #cleanup patch using the [Script] below. We are migrating from coarse-grained file-level suppression (#pragma allow_unsafe_buffers) to granular, expression-level markers (UNSAFE_TODO()). The pragma disables safety checks for an entire file, whereas UNSAFE_TODO() isolates specific potentially unsafe operations, allowing the rest of the file to be enforced as safe. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
