Extensions: Make Event use base::Value::List, part 2. Remove one of the Event constructor overloads that takes a std::Vector<base::Value>, and update all callers. In particular, do this for the overload that takes the most parameters (which only has two consumers - the others have many more). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
