Revert "Use base::cstring_view in base::Environment" This reverts commit 197604a7e5581884f8d017a1eca88a5070bac89d. Reason for revert: Causes compile failure on linux64-rel-ready builder: See https://ci.chromium.org/ui/p/chrome/builders/ci/linux64-rel-ready/46753/ and subsequent builds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
