Reland "Only filter out subsettings with lower scores." This is a reland of 8acb8d8cc2fa037c51cf3ca1365ba06db85d5b16 The original CL was reverted due to suspected Tast failures, but it was not the culprit. See https://bugs.chromium.org/p/chromium/issues/detail?id=1278130#c7. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
