Remove version from bundletool cipd package
Since bundletool is autorolled, the rolled jar filename should be
constant so that references to it do not need to be updated. Remove
version from filename in the 3pp builder step.
A latter cl would roll the version built by this change and remove the
references to version in the build system.
Also removes .cr0 suffix since we have no local modifications
