Add histogram to track SVGImage::DataChanged per document
This CL adds the following histograms to know the impact of SVGImage
improvement per document of the outermost main frame. Especially, we are
interested in the time until finishing parsing the HTML.
- Blink.Layout.SVGImage.Count.InOutermostMainFrame
- Blink.Layout.SVGImage.TotalTime.InOutermostMainFrame
