Implement DumpPixel API on TIO driver
The major logic is in the pixeldump tool. The driver just passes the correct
arguments to the pixeldump and reads back the file content.
BUG=chromium:374103
TEST=Ran display_Resolution, worked on HDMI and DisplayPort interfaces but
not stable. Some cases of resolutions are wrong. But it looks more like the
issue of FPGA.
