storm: add support for WW with new memory (NT5CC256M16DP-DI)

Whirlwind with new memory report board ID 4.

BUG=chrome-os-partner:46330, chrome-os-partner:47200
BRANCH=None
TEST=When booted on the new WW board, the board ID is
displayed as 4 and the device tree choosen is
"google,whirlwind-sp5". The board boots successfully.
