v4l2_stateful_encoder: Prepend SPSPPS_TO_IDR for RK3399

This CL enables the V4L2_CID_MPEG_VIDEO_PREPEND_SPSPPS_TO_IDR
which is needed for rockchip to produce encoded H264 bitstream
that are recognisable by decoding tools such as e.g.
openh264dec.
This was already proposed in https://crrev.com/c/3152406 but
dropped by mistake.
