rk3288_hdmitables: Adjust cur_ctrl for rk3288 jitter
The rk3288 PLL has more high frequency jitter for most of its rates
than the Synopsis manual accounted for. We can account for that by
adjusting cur_ctrl, which will effectively decrease the MPLL
bandwidth.
We believe that this is safe given enough testing. However, we still
try to stay as close to Synopsis suggestions as possible.
