Use BUILD.gn to install the touch updater scripts
As part of build, install the touch updater scripts instead
of doing it in the ebuild. For scripts that are enabled by
USE flags, depend on the USE flag to install them. For all
other scripts, always install.

TEST=CQ passes
TEST=Enabled all use flags and validated that all files were installed.
