Redirect touch firmware update reports to '/run/touch-updater'
Use tmpfiles.d to create a '/run/touch-updater' directory and
redirect the touch firmware update reports to the file
'/run/touch-updater/firmware-versions'. This is to address
a concern about creating and havingto bind mount files directly.

TEST=Validate that directory is created and firmware update reports
are written to '/run/touch-updater/firmware-version'.
