chromeos-google-touch: remove obsolete update codes
The CL removes codes that was supposed to migrate non-WP firmwares
because we have enabled WP long ago and the faulty logic may fail
to recognize latest FWs with small revisions and then force a flash
with out-dated tools.
BUG=chromium:889707
TEST=manually with new FW that has small revision numbers.
