[errors] [4/11] Rewrite errors.Reason.

These files didn't have any `errors.Annotate` calls (only
`errors.Reason`) and so were missed previously.

This rewrites a block of ~20 files to make the following changes:
  * errors.Reason is replaced with errors.Fmt/errors.New
  * Any tags used with these APIs are pulled out into explicitly
    invoked `<tag>.Apply` calls.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
