[luci-config] configs importer cron: actually write and read GCS

1. Define a common GCS bucket name.
2. In config importing flow, be able to write to GCS.
3. In `File` reading, be able to read from GCS.
4. Moved the `ProjRegistryFilePath` variable from importer.go to
common.go

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
