[ResultDB] Plumb test status v2 to artifacts export and query RPCs.

Rollout may cause a very brief outage of QueryTestVariantArtifactGroups
as BigQuery schema is updated to include the new test_status_v2 column.

UI cannot switch over to using the new field returned by
QueryTestVariantArtifactGroups for some time as we need to wait for
the table to backfill.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
