[bb] Remove -json-output flag

-json-output flag is inconsistent with all other commands which
print JSON object sequence to stdout.

https://chromium-review.googlesource.com/c/infra/luci/recipes-py/+/1620668/
changes the recipe module to use `collect` only for waiting,
and use `batch` to load the actual build contents.
