[auth-service-ui] editable groups form for frontend.

- Button will switch between edit (textfields) and readonly text for each section.
- editable textfield region for description/owners.
- Enter button works on textfields.
- can add (textfield) and remove members/subgroups from list.
- Submit button added but not yet functional.
- only frontend changes atm, no api calls.
- resets to readonly mode when new group selected.
- Changed some styling.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
