[analysis] Add WithMissingValueInterpretations option to use default value for missing insert_time

for ants_test_results table.
Found out the insert_time field is NULL after I stopped populating it and realised I need to set this option so that it can pick up the default value. https://cloud.google.com/bigquery/docs/default-values#write_api

I would like test this out before making the same update to the ants_invocations table.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
