[buildbucket] scalffold a taskbackendlite pRPC service

Scalffold a taskbackendlite pRPC service. It will:
1. It shouldn't import any other pkgs in `buildbucket/` except the `go.chromium.org/luci/buildbucket/proto`. We should treat this service
as an isolated service and not reuse buildlbucket code.

2. It will only have a couple of go files. No need to create another pkgs in side taskbackendlite. All files will be put under `taskbackendlite/` in `package main` like what we do in `buildbucket/cmd/bbagent/`.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
