[rdb] Remove limit on the request size to the localhost server.

pRPC started to enforce a default limit in
https://chromium.googlesource.com/infra/luci/luci-go/+/841a0cbffb

Looks like 64 MiB is not enough for `rdb` localhost server.
Raising the limit is fine here, since this is a local server
and OOM DoS concerns do not really apply.

luci-go: LUCI services and tools in Go

Installing

LUCI Go code is meant to be worked on from an Chromium infra.git checkout, which enforces packages versions and Go toolchain version. First get fetch via depot_tools.git then run:

fetch infra
cd infra/go
eval `./env.py`
cd src/go.chromium.org/luci

It is now possible to directly install tools with go install:
