[AW] Move java files used by services and browser to the common package.
This moves any java file used by both AW services and browser into a
common package (CrashInfoLoader, PlatformServiceBridge*, VariationsUtil,
CommandLineUtil). It also renames the build rules for these targets to
//android_webview:common_*.
