[gxvalid,otvalid] s/FT_ALLOC/FT_QALLOC/ for initialized buffers.

* src/gxvalid/gxvmod.c (gxv_load_table): Do not zero out the buffer.
* src/otvalid/otvmod.c (otv_load_table): Ditto.
